How do i make a poster on photoshop at 300 dpi? - smallest 11x17 scanner

must 11x17 cm at 300 dpi. How do I get the big picture in the resolution? All online pictures are too small and at 72 dpi.

    First, create a new file in that size, then add to pictures.

    To stuff a higher resolution - if you go through the pictures, a Google Image Search, which states that all variables in the top left, pull down and select Images Extra Large.
